The project aims to train the Attorney General Office (AGO) staff and Internal Control Offices in the new model defined by the AGO to implement preventive procedures (preventive function) for public procurement in Colombia, considering the new normative (regulations and procedures) and technical models (tools and platforms) of the Public Procurement System. This includes the recent efforts made by the Government of Colombia in the incorporation of regulatory elements that promote and facilitate the participation of women-led companies and enterprises in public procurement.

The supplier will need to meet the following essential criteria:

- The project will be fully delivered in Spanish (activities, deliverables and reports)

- Some of the technical elements of the proposals and supporting documentation must be submitted in Spanish or both English and Spanish (tbc) but the selection questionnaire and commercial response in English.

- Supplier must have experience on/be familiar with: public procurement in Colombia, reviewing legal /regulatory procedures, audit and compliance procedures, and capacity building/training.

Activities:

- Develop methodology and material (toolkit) based on legally defined procedures and other inputs

- Piloting the training and adjusting methodology and material based on the pilot results

- Training beneficiaries: AGO and Control Offices

- Training AGO specialised team for them to replicate the training afterwards

At this stage, FCDO seeks expression of interest in participating in the early market engagement. Non-participation in this event will not be taken into account in any future procurement. The purpose of this notice is to explore the market, inform the specifications and help us decide on the best procurement route and strategy.

The UK Foreign, Commonwealth & Development Office (FCDO) would like to invite interested parties to attend a Supplier Day concerning the provision of capacity building and training to the Attorney General Office and Control Units in Colombia on public procurement preventive function procedures, and best practices to incorporate gender and inclusion approaches to public procurement. This informative session will focus on explaining the scope of the project its requirements and the timelines.

Estimated tender go live end w/c 30th August 2021; contract award mid October 2021 and Project to complete all activities (100% expenditure and submission of final report) end of March 2022.
