Staffordshire County Council’s Community Learning Service wishes to commission a
Community Learning Framework.
Suppliers are required to deliver a wide range of innovative, stimulating and engaging non
accredited face-to-face and blended and where appropriate online community learning
programmes to adults aged nineteen plus (19+) throughout the eight districts of
Staffordshire: Cannock, East Staffordshire, Tamworth, Lichfield, South Staffordshire,
Stafford, Newcastle-under-Lyme, and Staffordshire Moorlands.
Provision will be aligned to the Council’s priority outcomes and the Community Learning
Service’s commissioning priorities to complement the provision currently delivered across
Staffordshire.
Staffordshire’s Community Learning is grant funded annually by the Education and Skills
Funding Agency (ESFA) through the Adult Education Budget. The Community Learning
Service has approved ESFA training provider status and currently works with schools,
colleges, third sector organisations, independent training providers and local community
groups to secure and deliver a range of learning opportunities for adults and families across
Staffordshire.
The current Community Learning Framework and Call-off Contracts, which are in place for the delivery of some of these Services will expire on 31st July 2023.

Community and Family Progression is for adults to help them develop skills that will
contribute to their community and be more independent. It may also include family learning

economic growth through the delivery of English, maths and digital provision supporting
residents to up-skill and re-skill to gain and improve their life chances.
The provision will support residents to gain confidence and equip them with the necessary

and further learning.
Good English, maths and digital skills increase life chances and are essential for individuals

Th Contracting Authority will incorporate a minimum 10 calendar day standstill
period at the point that an award decision notice is communicated to tenderers.
The award decision process will specify the criteria for the award of the framework
contract, the reason for the decision, including the characteristics and relative
advantages, the name and score of the successful tender(s), and will specify when
the standstill period is expected to end or the date before which the Contracting
Authority will not conclude the framework contract. If an appeal regarding the
award of contract has not been successfully resolved, the Public Contracts
Regulations 2015 provide for aggrieved parties who have been harmed or are at
risk of a breach of the rules to take action in the High Court (England, Wales and
Norther Ireland). Any such action must be brought promptly (generally within 3
months). The Court may order the setting aside of the award decision or may order
the Contracting Authority to amend any document and may award damages. If an
agreement has been entered into the Court may make a declaration of
ineffectiveness or may order that the duration of any relevant specific contract be
shortened and additionally may award damages. The time limit for seeking such a
declaration is generally 30 days from notification of the award (either by award
decision notification or contract award notice depending upon the circumstances)
or otherwise 6 months.
