Ansa Environmental Services Ltd (Ansa) is wholly owned company of Cheshire East Council (the Council) responsible for providing the Council's waste services, including provision of Household Waste Recycling Centres (HWRCs).

There are seven geographically dispersed HWRCs across the Cheshire East region providing residents with a wide range of material disposal and recycling outlets.

It is Ansa's intention to improve the scope of services currently offered at HWRCs. The purpose of this Prior Information Notice (PIN) is to engage with established waste industry providers via a Soft Market Testing Questionnaire as part of soft market testing to understand how service provision can be improved, the viability of specific service enhancements and the optimum contracting model to provide value to the residents of Cheshire East.

In May 2019 the Council declared a climate emergency and set out a commitment to be carbon neutral by 2025. In view of this, all council operations are under pressure to reduce their carbon impact. Part of this soft market testing exercise will seek solutions which are carbon sensitive and actively help lower carbon emissions.

The Council have a robust Municipal Waste Management Strategy which is available at https://www.cheshireeast.gov.uk/waste_and_recycling/waste-strategy-and-performance/waste-strategy-and-performance.aspx and sets out the Council’s key waste and recycling objectives. Any future HWRC service provision will incorporate desirable service outcomes aligned to the waste strategy. Further information regarding these desirable service outcomes can be found within the Soft Market Testing Questionnaire.

Any contract arising from a procurement process will be required to be fully mobilised for a service commencement date of 1 April 2023.

Information gathered through this soft market testing exercise may inform internal business planning and any possible subsequent procurement process and will not be appraised in any future tender evaluation exercise. Interested parties are asked to complete the soft market testing questionnaire, which is available at https://procontract.due-north.com/. Completed questionnaires should be submitted via Due North’s Messaging function. The deadline for submitted questionnaires is 12.00 noon on 10 September 2021.

The questionnaire is intended as an awareness, communication, and information gathering exercise. By participating in this process, the Supplier is not formally expressing an interest and there is no commitment to participate in subsequent procurement processes nor does it infer any preferential or special status on Suppliers who participate in this process.

All questions relating to this PIN must be channelled through the Proactis Pro Contract Message function.
