The Greater South East Net Zero Hub are looking for information from forward thinking organisations offering innovative solutions for the energy project management system described below.
A high-level scope and requirements are set out in the following sections.
The digital platform will need to provide the following functionalities:

The successful bidder will be required to work the Greater South East Net Zero Hub to tailor or develop further functionality for the digital platform.
The successful bidder will also be expected to provide content for the digital platform.
The successful bidder will work with Greater South East Net Zero Hub to agree a sustainable business model to enable, as minimum the ongoing maintenance and upkeep of the platform and associated content beyond the duration of initial funding period.

The outcome of this exercise demonstrated that only 1 bidder was able to deliver an off the shelf solution and due to the timelines, bespoke options were not a viable option.

Explanation:
A Request for information was conducted via the e-tendering portal along with contracts finder, to gauge if there was interest and capability to deliver to the requirements from the market. The outcome of this exercise demonstrated that only 1 bidder was able to deliver an off the shelf solution and due to the timelines, bespoke options were not a viable option.
We therefore intend to proceed with the award relying upon Regulation 32.
Use of the negotiated procedure without prior publication
32.—(1) In the specific cases and circumstances laid down in this regulation, contracting authorities may award public contracts by a negotiated procedure without prior publication.
(2) The negotiated procedure without prior publication may be used for public works contracts, public supply contracts and public service contracts in any of the following cases:—
(b)where the works, supplies or services can be supplied only by a particular economic operator for any of the following reasons:—
(ii)competition is absent for technical reasons
but only, in the case of paragraphs (ii) and (iii), where no reasonable alternative or substitute exists and the absence of competition is not the result of an artificial narrowing down of the parameters of the procurement
The number of e-portal entries carried out to find suitable supplier interest is sufficient to pass the test that absence of competition is not due to an artificial narrowing of the procurement and the sole technical ability of 1 provider to deliver what is required for the services needed enables Reg 32 (2) (ii) to be used.
