Belfast City Council’s Economic Development Unit delivers a range of employment and skills interventions which are informed by and are responsive to employer needs across the city.

The Council wishes to establish a new Dynamic Purchasing System (DPS) for Employability and Skills (“DPS:E&S”).

The DPS will be used by the Council to provide flexible and responsive delivery of employability and skills related interventions which are reflective of market conditions, changing labour market dynamics, and which are aligned to deliver the maximum impact for the City and its economic growth agenda.

two.2.4) Description of the procurement

Belfast City Council is seeking to appoint a number of contractors that meet the standards required. The contractors will be able to apply for any number of the workstreams/categories listed. Below are workstreams/categories that the Council has a requirement for, this is not an exhaustive list and further workstreams/categories may be added during the life of the DPS:

Assessment of Applications for DPS:

The Council shall assess, in accordance with the selection criteria, all applications for a Sub-Category that are received by the initial deadline for receipt of requests to participate (21st September 2021) before it issues an invitation to tender in respect of that Sub-Category. Suppliers shall be notified at the earliest possible opportunity of whether or not they have been successful in being appointed to a Sub-Category for which they have submitted an application. Only once all the initial applications for a Sub-Category have been assessed and Suppliers notified shall an invitation to tender be issued in respect of that Sub-Category. For the avoidance of doubt, Sub-Categories will be closed to applications between the initial deadline for receipt of requests to participate (21st September 2021) and the issue of a first invitation to tender in respect of that Sub-Category. Only once this process has been completed and a Sub-Category is live (i.e. after issuing of the first invitation to tender) will subsequent applications to join a DPS Sub-Category be considered by the Council. The Council shall evaluate such subsequent applications in respect of that Sub-Category in accordance with the selection criteria within 10 working days of their receipt. This period may be extended to 15 working days where necessary, for example because of the need to examine additional documentation or to otherwise verify whether the selection criteria are met.
