four.1) Description

four.1.1) Type of procedure

Award of a contract without prior publication of a call for competition in the cases listed below

Explanation:

The contracting authority, DVLA, considers that: the award of the contract without prior publication of a contract notice is permitted by Regulation 32(2)(b)(ii) of the Public Contract Regulations 2015; the current provider has been identified as the only suitable provider that can continue to meet the needs of DVLA within the scope of its current requirement whilst the new procurement process for the requirement in an improved form is progressing. DVLA intends to extend the current contract.

DVLA will not enter into the contract before the end of a period of at least 10 days beginning with the day after the publication date of the VEAT Notice.

DVLA has considered its options and intends to launch a new Open procurement process for this requirement, in an improved form.

Continued customer interest is vital to the requirement so, to secure continuity while a new procurement is carried out, it is deemed appropriate that the current supplier continues to provide the service. The extension period will be for up to 12 months, to accommodate the procurement process whilst still preserving 6 months post-contract-award for transition in the event of a change of supplier.

Section six. Complementary information

six.3) Additional information

DVLA recently decided to discontinue its procurement of “Personalised Registration Auction Services” (contract reference PS/22/176) in order to consider all options including potential improvements that could be of benefit to potential bidders.

Having now considered its options, DVLA will shortly be launching a new procurement for “Personalised Registration Auction Services,” in an improved form, under ref PS/24/48 via the open competition procedure.

To ensure service continuity while the new procurement is conducted, and to preserve a subsequent 6-month period for transition in the event of a change of supplier, DVLA proposes to extend its current contract with British Car Auctions for “Personalised Registration Auction Services” (ref PS/19/104) by 9 months with the option to extend for a further 3 months. This will extend the expiry date of the current contract by 9 months from 01/10/2024 to 30/06/2025 or to 30/09/2025 should it become necessary for DVLA to exercise the option of a further 3-month extension.
