Description of the services to be provided:

Aims of the Service:

To ensure an orthoptist led vision screening service for all eligible children aged between 4-5 years in reception across the 12 districts of Lancashire.

To improve health outcomes and reduce inequalities by delivering the Child Vision Screening Service.

To identify those children aged 4 to 5 years with impaired sight, enabling timely intervention and signposting.

The Authority (Lancashire County Council) is intending to award the contract to the existing provider following Direct Award Process C .

The approximate lifetime value of the contract is up to £956,926.

The intended contract dates are:

Contract start date: 01/08/2024

Contract end date: 31/07/2029

The contract will have an initial term of three years, with the option to extend for up to a further two years.

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to the relevant authority by midnight 11/07/2024 . This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.

Key Criteria:

key criteria 1. Quality and innovation - Weighting 20%. The relative importance is due to the requirement for clinical competency of staff. 'False positive' results will measure the quality of the service.

key criteria 2. Value - Weighting 30%. The relative importance is due to Lancashire County Council having a duty to achieve value for money.

key criteria 3. Integration, collaboration and service sustainability - Weighting 20%. The relative importance is due to the need for the Provider to work seamlessly with Community Orthoptists, families and schools.

key criteria 4. Improving access, reducing health inequalities and facilitating choice - Weighting 20%. The relative importance is due to the requirement for all eligible children to access the service easily and equitably.

key criteria 5. Social value - Weighting 10%. The relative importance is due to the Lancashire County Council Social Value policy requirement to include at least 10% weighting for social value.

Rationale for choosing the provider:

The relevant authority (Lancashire County Council) is of the view that the existing provider is satisfying the existing contract and will likely satisfy the proposed contract to a sufficient standard taking into account the key criteria and applying the basic selection criteria.
