Description

This Invitation to Tender ("ITT") has been issued by BlueLight Commercial ("BLC") who are seeking to award a Contract for the provision of a National Firearms Licensing Management System (NFLMS). BLC will be tendering this requirement on behalf of Police Digital Services ("PDS") for use by themselves and the Additional Authorities defined in the Terms and Conditions of the contract.

The requirement will be tendered via a multi-stage Competitive Flexible Process, under the Procurement Act 2023 ("PA23"), with the intention of awarding a contract to a single supplier. The Contract Term shall be for an initial period of 5 years with options to extend up to a maximum of 10 years.

Bidders must register on the Central Digital Platform (www.gov.uk/find-tender) and ensure that Core Supplier Information is up to date, downloaded and is submitted as part of the Bid submission (in downloaded file format) in order to be assessed against the Conditions of Participation.

Competitive flexible procedure description

The competitive flexible procedure consists of the following 2 stages:

STAGE 1 - Tender Stage

STAGE 2 - Demonstration Stage

STAGE 1 - TENDER STAGE

The Tender Stage consists of the following:

Conditions of Participation - this is a series of pass/fail questions relating to the requirement of the procurement.

Gateway Technical Questions - this is a series of technical Pass/Fail questions relating to the product and service required.

ITT Technical Questions - 55 % - this is completion of the Response to Tender document consisting of questions relating to Design, Cyber, Implementation and Delivery, Service, and Solution.

Social Value - 10% - this is the completion of the Response to Tender document consisting of questions relating to Social Value.

Price - 30% - this is the completion of the Pricing Schedule which is based on a schedule of rates for the services required.

All bidders that PASS all Conditions of Participation AND Tender Gateway Questions AND achieve a minimum score of 40% for the ITT Technical Questions will progress to Stage 2 of the Procurement Process.

STAGE 2 - DEMONSTRATION

The Demonstration Stage consists of a scenario-based demonstration. A Demonstration Briefing document has been published with the full suite of tender documentation to aid understanding.

The Demonstration score will be added to the score from Stage 1 to form the Total Score and identify the Highest Scoring Bidder. The Highest Scoring Bidder will be awarded the contract. In the event of a tie where two or more bidders achieve the same total aggregate score the Highest Scoring Bidder for the Solution sub-criteria shall be awarded the contract.
