Description
Overview of Diamond and Diamond-II
Diamond Light Source has established the internationally recognised UK Synchrotron facility at Harwell, providing unique and key large scale central national science infrastructure serving academia and industry throughout the UK and attracting visiting scientists worldwide.
The facility comprises a circular building that houses the Synchrotron machine together with the associated beamlines, labs and support facilities. Other long-beamline buildings and a specialist Cryo Electron Microscope centre are located adjacent along with a supporting office facility.
The Diamond-II Project is a £519.4m project to replace the machine with a 4th generation source and includes capital investment in three flagship beamlines to further exploit opportunities offered by the new machine, and investment in modern computing infrastructure and methods, including AI, to boost scientific productivity. Full funding for this project from the UK Government and the Wellcome Trust was confirmed in September 2023.

We are still exploring whether the works will be considered as 'construction of a structure' under CDM Regulations and would like to speak to experienced organisations who can share their thoughts, ideas and experiences of other projects to help shape how Diamond moves forward with this particular part of Diamond-II.
Why are we investigating two options for the role of managing Machine upgrade activities within Zone 13 of the Synchrotron
As such, the works may either be carried out utilising the services of a Principal Contractor (PC) together with a Support Team if deemed that the works constitute 'construction of a structure' under CDM or carried out utilising the services of an Installation Manager (IM) together with a Support Team if the works are not deemed to be 'construction of a structure' under CDM.
This appointment will cover the period leading up to the start of the main shutdown (approximately 6 months) and then for Machine upgrading works within the main shutdown (12 months).
Period leading up to the 'main shutdown': it will be necessary for the PC or IM, together with an element of the Support Team, to commence involvement at some period prior to the start of the 'main shutdown' (i.e. a period of approximately 6 months) to familiarise themselves with the site, the scope of works, Diamond procedures and form relationships with key Diamond stakeholders.
Machine upgrade works in main shutdown: the physical installation of the Machine works is scheduled to start Dec'27 and be complete in Dec'28. Further commissioning works will be on-going from this date, but this will be managed separately by Diamond.
The Machine upgrade works will include:
• Strip-out of the original Diamond "Machine" components, installation of new components, connection and initial checking, carried out by Diamond staff
• Pipework upgrade contract, supervised by Diamond staff
• Cabling upgrade contract, supervised by Diamond staff
• Work Effort contract, supervised by Diamond staff
Brief outline of the work
The PC or IM and Support Team will ensure sufficient site supervision to co-ordinate the day-to-day activities within Zone 13 and the three transportation routes in/out of the building. The PC or IM and Support Team will ensure the correct safety related documents are in place, reviewed and approved before works commence.
Whilst the PC or IM will have responsibility for managing and co-ordinating the scope of works, this will be taking place inside the existing facility. Any arrangements proposed by the PC or IM would be expected to be equal to or better than Diamond's rules and procedures.
The PC or IM and Support Team will co-ordinate works in line with the Diamond-II Technical Project plan through chairing regular co-ordination meetings.
The PC or IM and Support Team will ensure that there are no safety conflicts between the various Diamond sub-contractor activities.
The PC or IM and Support Team will control the issue of all safety permits using Diamond's standard procedure.
The PC or IM and Support Team members should be able to demonstrate suitable experience in co-ordinating multi-skilled installation works and hold relevant training certification.
