To provide research and analytical support to the Design for Life initiative, discovery phase, assessing the opportunity and required actions to increase levels of reuse, remanufacture and materials recovery in the UK medical technology sector.

The successful bidder will be expected to produce a report that quantifies the economic, resilience, and sustainability opportunity of a shift towards circular economy approaches for MedTech in the UK and will include recommendations for further action.

two.2.4) Description of the procurement

The overall requirement is for the successful bidder to produce:
A report that quantifies the economic, resilience, and sustainability opportunity of a shift towards circular economy approaches for MedTech in the UK and will include recommendations for further action.


The work may include:
· Analysis and cataloguing of the current levels of reuse, remanufacture and recovery of selected medical technology
· Modelling of future scenarios
· Development of cost/benefit data analyses
· Drafting of a findings report recommending future action

This list is not exhaustive and may change as the contract progresses.

Experience/Skills/Knowledge Required:

· The ability to deliver excellent research and analytical products; impart leading technical, commercial, and operational insights; and brokering with expert parties. This will include:
· Pre-existing or ability to rapidly form networks within the circular economy sphere to enable coordination and brokering with leading adjacent sectors, such as consumer electronics, and supporting, horizontal domains, such as data science.
· Excellence in analysis, with an ability to use incomplete or imperfect data sets to reach robust conclusions, and, where data is unavailable, conduct indicative bottom-up analyses to ensure conclusions can still be formed.
· Fluency in economic analyses for public expenditure, greenhouse gas accounting at a business and product level, and quantifying the value of improved resilience of supply chains to businesses and whole sectors.
· Skills, such as ability to interpret technical standards or procurement frameworks, which can support translation of policy-type research into real-world operations within a sector or organisation.
· Ability to rapidly develop and analyse surveys / questionnaires.
· Delivery of Futures / Foresight workshops, including collaborative scenario development.
· Excellence in writing accessible reports for a wide audience of subject matter experts and laypersons.
