Explanation:

UK Strategic Command (UKStratCom), part of the Ministry of Defence (MoD), “The Authority”, intends to award a contract with a value of £150k (ex VAT) to Wippet Ltd for the provision of a distributed, secure, platform for Digital Manufacturing enabling connection of rear based expertise to forward deployed problem sets (the “Platform”). This challenge is focused on how to network digital manufacturing.

In accordance with regulation 4 of The Defence and Security Public Contracts (Amendment) (EU Exit) Regulations 2019 (SI 2019/697) this contract falls to be regulated under the provisions of the Defence and Security Public Contracts Regulations 2011 as amended (in particular by SI 2019/697 and SI 2020/1450). Prior publication of a contract notice in the Official Journal of the European Union is no longer appropriate. It is considered that this contract can be awarded without prior publication of a contract notice in the UK e-notification service in accordance with regulation 16(1)(a)(ii) of the Defence and Security Public Contracts Regulations 2011 for technical reasons.

This is because Wippet Ltd developed the Platform, building on their existing solution, as a proof of concept under the terms of a previous contract with the Authority. The Platform is a technically advanced solution using a Cloud based solution developed to an Enterprise solution for testing, evaluation and experimentation. Only Wippet Ltd therefore has access to the technical specifications, design and technical information, expertise, knowledge and know-how necessary to now develop the Platform to a full defence capability.
