two.2.4) Description of the procurement

This PIN replaces the previous three stage procurement process initially planned by CCS. The RM6227 (Technology and Management Agent - Food Supply and Delivery Platform), RM6228 (Logistics Processors with associated Consolidation Hub functionality) and RM6131 (Food DPS) opportunities will be closed shortly.

CCS are looking to procure a Food & Drink commercial solution that will:

● Support all food producers (including SMEs) in accessing public sector food opportunities

● Support sustainable food production

● Support the public sector in accessing local food produce at the right price

● Support public sector food buyers in buying better quality, safer, sustainable food that meets The Government Buying Standards for Food

● Support public sector customers in meeting carbon net zero goals

● Build and monitor social value through public sector food procurement

● Support investment in local communities, equality and diversity, reduction in Modern Slavery risks, resource efficiency and environmental sustainability

CCS will not set out a procurement strategy at this stage but will engage with the market to understand what solution will work best.

The final structure of the Food & Drink commercial solution will be confirmed within the Contract Notice.

The intention of this PIN is to:

1) Inform the market that CCS have changed their approach to the market for the delivery of a Food & Drink agreement. CCS have not set out a procurement strategy at this stage (see Section II.2.4);

2) Gauge market interest in this procurement;

3) Engage with the market to develop the right commercial solution to meet CCS objectives;

4) Identify suppliers who would like to participate in the engagement process, including webinars, surveys and meetings. An introductory webinar will be scheduled for 2pm on Tuesday 14th September 2021;
