Pseudo Framework Agreement to provide domestic abuse support services in Gloucestershire.
The framework is divided into 6 specialists themed lots as follows:
- Lot 1: Gloucestershire Domestic Abuse Support Service (single provider)
- Lot 2: Provision of Places of Safety,
- Lot 3: Addressing Perpetrator Behavior,
- Lot 4: Young People,
- Lot 5: Early Identification and Workforce Development,
- Lot 6: Stalking.
The services required under this procurement fall within Schedule 3 of the Public Contracts Regulations 2015 (SI 2015/102) and are therefore not bound by all of its requirements.
The Council will follow its own modified version of the framework process described under Regulation 33. This modified process includes the length of the framework and the ability to reopen the tender to ensure coverage of service areas.
The Council intended to reopen the framework on an annual basis for Lots 2-6. providers should ensure they read ITT for full details.

Nature and extent of the modifications (with indication of possible earlier changes to the contract):
This modification notice refers to the Lot 1 GDASS contract awarded at the conclusion of the framework tender process in July 2018 only. Additional services of those currently provided under the call off have been required due to the increase in demand as a result of the COVID-19 pandemic and the implementation of the Domestic Abuse Act 2021 neither of which could have been foreseen by the Council. The original value of this initial call off contract was £6,410,000 GBP, it is now £7,560,000 GBP over the contract maximum term of 60 months (corrigendum notice FTS 2021/S 000-012952).
This initial call off from Lot 1 excludes any other call-off contract that may be awarded from the framework.
Overall framework value remains at £14 000 000.00 GBP.

Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee.
