Scope

Description

West Northamptonshire Council wishes to procure an integrated alcohol and drug service, which includes treatment, recovery and builds community resilience for West Northamptonshire adults, children, young people and families.

The new service will be outcome based and recovery focused. It will support a shift towards prevention and early intervention, demonstrate innovation and implement evidence based good practice to deliver the best possible outcomes for individuals and their families. There will be a sharp focus on reducing associated harms caused to children.

The new service will be responsible for delivery of a comprehensive and dynamic range of services, to address the alcohol and drug related needs of adults and the consequent impact on their families and wider communities in West Northamptonshire. This will include a flexible range of programmes and interventions across all modalities in each locality.

Engagement process description

Expression of Interest - West Northamptonshire Alcohol and Drug Services - for providers who are not bidding as a lead Provider but wish to be considered by potential lead providers for partnership working.

West Northamptonshire Council (WNC) invites Expressions of Interest from organisations wishing to work within a lead provider model for the delivery of local alcohol and drug treatment and recovery services. WNC recognises the valuable contribution that local or small organisations can make to supporting individuals and communities affected by substance misuse. This opportunity enables organisations to submit a brief summary of the services they provide, which will be included in the tender pack for the upcoming procurement process.

Background information:

What to Include in Your Expression of Interest:

Please provide the following information to help us understand your organisation's suitability:

1. Background and Qualifications

- A brief overview of your organisation's experience or expertise in delivering alcohol and/or drug treatment and recovery services.

- Relevant qualifications, accreditations, or notable projects that demonstrate your ability to support effective service delivery.

- A short statement that reflects your understanding of the goals and importance of this opportunity.

2. Key Capabilities

- A summary of the skills, services, or resources your organisation can contribute.

- An explanation of how these capabilities align with the needs of the service model related to the brief listed above.

- Any unique aspects of your approach or offer that distinguish you from others.

3. Relevant Experience

- Examples of similar roles or projects your organisation has undertaken.

- Evidence of outcomes or impact, including measurable achievements where possible (e.g., improved recovery rates, reduced waiting times, cost-effectiveness).

Please Note:

Information submitted will be shared with prospective bidders as part of the tender documentation. Do not include commercially sensitive information. Please limit your presentation to a maximum of 2 pages. Please ensure that you include contact details so that potential lead providers can choose to get in touch if they wish to.

WNC is not liable for information published that has not been omitted by the organisation who submitted it.

Expressions of interest must be received by the close of business on Friday, 23rd May 2025 by emailing procurement@westnorthants.gov.uk FAO Kayley Lakin. Any submissions received after this time WILL NOT be included in the lead provider's bidder's information pack that is published with the tender documents. It is an organisation's own responsibility to ensure that they meet this deadline.

Please be aware that any expression of interest submitted does in no way guarantee any work with either WNC or a potential lead provider in any instance.
