Scope
Description
The City of London Corporation is preparing to appoint a specialist supplier to provide a modern parking back office system to support civil parking, traffic and environmental enforcement operations, replacing existing arrangements and ensuring the service remains compliant, resilient and fit for future operational and digital requirements.
Summary of requirements:
A secure and compliant parking back office system capable of supporting the full statutory lifecycle of Penalty Charge Notices, including issue, payment, representations, appeals and debt recovery, in line with the Traffic Management Act 2004. The system must integrate with on street enforcement operations, support robust evidence management, comply with data protection requirements and provide reliable reporting to support operational and financial governance.
Suppliers are required to register on the Jaggaer portal in order to access the opportunity. The opportunity is estimated to be launched on 16/04/26.

Description of possible extension:
The duration of the contract is 5 years, subject to the right of the City (at its sole discretion) to exercise its right to extend the Contract by up to 2 years. The maximum length of the contract is therefore 7 years.
