The Scottish Government has a requirement to place a contract with an external service provider for the provision of Electronic Counting for Scottish Local Government Elections 2027 and by-elections up to 2032.

The successful service provider(s) will be required to deliver eCounting for the proposed 2027 elections and by-elections up to 2032.

The services required include only those necessary to prepare for and deliver the electronic counting of votes and do not extend as far as the provision of services for the conduct of the elections themselves, which remains the responsibility of the Local Authorities.

two.2.4) Description of the procurement

As part of the development of a procurement strategy for an Electronic Vote Counting System (eCounting) for Scottish Local Government Elections in 2027 and Local Government by-elections up to 2032, the Scottish Government is seeking views and information from industry and the market place in connection with the areas set out in this Request for Information (RFI).

Information provided in response to this request will be used in the development of the procurement strategy. This includes the use of lotting for this requirement which will be determined before invitation to tender issue.

The proposed route to market will be a open procedure that will be published on PCS-T to provide an fair an open competition.

Invitation to Tender documentation is due for issue via PCS-T early January 2025 with an estimated contract start date of End of October 2025.
