seven.2) Information about modifications
seven.2.1) Description of the modifications
Nature and extent of the modifications (with indication of possible earlier changes to the contract):
The maximum original contract value was £3,125,000.00, which includes an amount to be used in the optional Extension Period (worth 25% of the Call-Off Contract value, £625,000.00 ex VAT).
The Buyer previously exercised the option to extend the contract value for the Initial Period, by 25% of Contract value (£625,000.00 exclusive of VAT) in CCN002. This uplift meant the total contract value of £3,125,000.00 (exclusive of VAT) has been utilised.
Under Variation 005, the Buyer is now looking to extend the Contract value by £1,250,000, taking the updated contract value from £3,125,000 to a new £4,375,000 excluding VAT.
The Buyer would also like to extend the duration of the contract by 3 months of the permitted 6 months, extending the original contract end date from 26th September 2024 to 26th December 2024.
The core terms allow the contract to be extended, for the extension period specified in the Order Form.
seven.2.2) Reasons for modification
Need for additional works, services or supplies by the original contractor/concessionaire.
Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:
The merger of the Department for International Trade and the Department for Business, Enterprise and Industrial Strategy was announced in February 2023 which resulted in the Department of Business and Trade. This Machinery of Government (MOG) change required additional work to be carried out under the contract that was not contemplated in the original procurement.
DBT has identified new work streams which were not part of the original specification:
17.1. DBT currently relies on the Gov.PaaS platform. GDS has indicated that they are not intending to renew this platform and DBT will need to put in places its own replacement platform (DBT PaaS). DBT only became aware that it would need to do this in January 2024. This work is due to complete in November 2024 and is not something that can easily be handed across to a new supplier.
