Brighton & Hove City Council is seeking a provider to deliver the following services: Sexual Health Promotion, HIV Prevention & Living Well Services.

two.2.4) Description of the procurement

We are looking for a service to deliver HIV prevention and social care support with a focus on HIV prevention interventions targeted towards those statistically most at risk of HIV infection - men who have sex with men (MSM) and black Africans. The service will also provide social care support for all people living with HIV who need help to lead healthy and fulfilling lives.

The services will include;

• physical and on-line outreach

• face to face support

• development, delivery and evaluation of social marketing campaigns

• counselling

• community based HIV and sexually transmitted infection (STI) testing

• development and dissemination of printed and digital information and materials

• the provision of free condoms and lube

• structured peer support and work to address the role of drugs and alcohol in risk taking behaviours

Due to timing and sensitivity of the services being provided, the Council requests that only organisations which have a real and present chance of fulfilling the specification submit expressions of interest in response to this request. In your response to this call for competition please ensure that you demonstrate the following:

• Suitable premises are secured and available

• Extensive experience of working positively and effectively with men who have sex with men (MSM), black Africans and people living with HIV

• An appropriately trained and accredited workforce

• Excellent understanding of sexual health and the wider determinants of health

• Staff team skilled in the delivery of sexual health promotion

• Staff skilled in the delivery of one to one and group support

• Staff with extensive experience in the delivery of STI & HIV testing

• Expertise in the development and delivery of digital and online information and resources
