two.2.4) Description of the procurement
NHS Leeds Clinical Commissioning Group is inviting interested providers to bid for a Consultant-Led Community Dermatology & Basal Cell Carcinoma (BCC) Service under a lead provider contracting model.
The aim of the service is to deliver local consultant-Led Community Dermatology & Basal Cell Carcinoma (BCC) services for the diagnosis, management and treatment of dermatology problems for adults and children of all ages which complements and works in partnership with existing and future primary and secondary care dermatology services; and in a manner which ensures that patients receive access to appropriate diagnosis treatment and management in the most effective and efficient ways possible. This includes diagnosis and treatment for low risk BCC.
The service will be led by a consultant dermatologist who holds a substantive appointment within an NHS trust, and is listed on the dermatology specialist register at the General Medical Council (GMC).
The provider will deliver a comprehensive consultant led community-based dermatology service; able to provide a full local pathway for Leeds patients, of all age groups, who require:
• Advice & guidance
• Routine assessment & diagnosis
• Routine treatment
• Follow up and management of suitable long-term conditions
• Diagnosis and excision of Low Risk Basal Cell Carcinoma (BCC)
The commissioned service will operate in accordance with the agreed citywide dermatology pathways published on Leeds Health Pathways.
The contract intended to be offered to the successful bidder at the end of this procurement will be for a duration of 5 years, which is intended to run from 01/08/2022 until 31/07/2027. With the possibility of up to 2 extensions of a further 1 year each, subject to any restrictions placed nationally by NHS England or the Department of Health.
The Services to which this Procurement relates fall within Schedule 3 of the Public Contracts Regulations 2015
(the ‘Regulations’). As such, the procurement of the Services is being run as a bespoke process akin to the competitive procedure with negotiation. NHS Leeds CCG does not intend to hold itself bound by any of the Regulations, save those applicable to Schedule 3 services.
