two.2.4) Description of the procurement
AWE plc is currently undertaking the construction of a new Hub facility [42,000sq/m] that will provide new Science, Engineering, Office & Training facilities.
The construction is due to complete in early 2026, after which there is a requirement to engage a supplier to undertake the following over a 12-month period:
a) Relocate, install and commission (including engagement with the equipment manufacturers where required) a range of scientific, engineering, and manufacturing plant and equipment, as well as IT and personal equipment, from their existing locations spread across 75 buildings on Site, into the new Hub. This includes, but is not limited to, a range of fragile, large, specialist, and sensitive equipment and artefacts.
b) Install and commission (including engagement with the equipment manufacturers where required) circa. 1,400 new items of equipment being procured separately.
c) Support relocation of circa. 2,500 staff into the new building.
n the 12-month period prior to the relocation, AWE plc is also looking to engage the supplier to work with the existing project team, facility team and site planners to undertake the management, planning, and then implementation of this relocation. The supplier will be required to adhere to applicable legislation for controlled areas within the facility, and managerial/project roles must possess, or be willing to apply for, at minimum SC level clearance in order to fulfil the role.
A further option depending on the supplier capability, is to include in the scope the change management programme associated with our staff whilst undertaking a relocation of this scale.
two.2.14) Additional information
The nature of this PIN is such that AWE intends to operate restrictions within the relevant procurement regulations in order to protect essential national security interests. If an economic operator has connections with any hostile entity or foreign states which are deemed by AWE to pose a risk to the UK's national security interests or is otherwise considered not to possess the reliability necessary to exclude risks to the security of the United Kingdom, AWE reserves its right to exclude them from this exercise.
In issuing this PIN and engaging with the market, the AWE is not committing to conduct any procurement in relation to this Programme. Equally non-participation in this Market Engagement will not be taken into account in any future procurement activities and will not preclude any organisation from submitting a tender in any future competitions.
Note: The nature of this contract is such that the award will be subject to supplier's passing AWE's security requirements as dictated by its site licenses.
