Description
This project aims to provide specialist services to support people rough sleeping in Tower Hamlets. Rough sleeping remains a complex social challenge within Tower Hamlets, across London and indeed nationally.
Available data indicates figures will continue to rise locally, with demand for services meaning people spend longer on the streets.
This increases risks of harm to individuals and communities through anti-social behaviour, complex safeguarding concerns, public health matters and violence. It is therefore essential to have responsive, assertive and professional support services which are strategically aligned with the borough's aim to make rough sleeping rare, brief and non-recurrent, as outlined in the new Homelessness and Rough Sleeping Strategy 2024-29.
These services will lead the efforts to drive down rough sleeping and ensure people do not return to the streets once accommodated.
The estimated value of this contract is subject to funding approval.

Engagement process description
The purpose of this Preliminary Market Engagement Notice is to provide advance notice to the marketplace for the upcoming tender opportunity and the intention of the London Borough of Tower Hamlets to hold a preliminary market engagement session to identify potential suppliers to ensure the submission of strong bids.

Event 1: Rough Sleeping Outreach Service
To provide potential suppliers with more information about the upcoming opportunity, we are hosting an online Market Engagement session that will take place on Thursday 5th June 2025 (2:00pm - 2:45pm). The session is advertised openly using this notice.
Event 2: Advice and Support Service
To provide potential suppliers with more information about the upcoming opportunity, we are hosting an online Market Engagement session that will take place on Thursday 5th June 2025 (3:00pm - 3:45pm). The session is advertised openly using this notice.
Suppliers wishing to attend the Preliminary market engagement session should be capable of meeting the procurement description/requirements outlined within this notification and respective briefs provided for the 2 service lots.
Suppliers wishing to attend should register their interest free of charge via the Proactis Procurement Portal www.londontenders.org (using project reference: DN773677) and submit via the message function attendee/s contact details with: name, position, email address by 5pm on 3rd June 2025. We will then issue invitations to the online event to those who have provided this information.
NOTE: Attendance at the market engagement is optional and does not provide suppliers with an advantage in any future related procurement. Attendance also does not constitute as an intention to tender for any future related procurement.
