This Contract is for the provision of Accommodation and Support Services for defendants released on bail and offenders released from custody who meet the necessary eligibility criteria; including those released on:
* Home Detention Curfew (HDC),
* Intensive Custody Orders (ICO) and
* Additional License Conditions (ALC).
The Accommodation and Support Services allows both offenders and defendants to remain outside of the prison environment when they do not have an address to reside, providing them with accommodation and a range of support services (to Bailees only) to ensure they are safely managed within the community.

Need for additional works, services or supplies by the original contractor/concessionaire.
Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:
The purpose of the Modification is to continue the existing services until the new procurement Community Accommodation Services - Tier 2 contract (currently ongoing) has been procured.
The service is currently being delivered by a single supplier and a change of supplier cannot be made for technical reasons as systems and internal processes have been developed for the purpose of this contract with the initial supplier.
Further, to procure a separate short-term contract would involve significant inconvenience or substantial duplication of costs as it is already undertaking an existing procurement exercise.
Finally, an approximate £1.9 million extension on an approximate £27.6 million contract means that the Modification is well below the 50% threshold limit.
