This PIN Pre-tender Market Engagement (PTME) and Request for Information (RFI) is to provide the market with information surrounding the opportunity for a framework agreement for the NHSBSA and wider health family to provide secure forms, non secure forms, NHS Cards, Health Insurance Cards and Healthy Start Prepaid Cards and obtain information from the market to inform the procurement and contracting strategy.

The current requirement is to provide an agreement to produce and distribute personalised cards and/or paper certificates and/or digital exemptions and/or documentation for:

- Medical Exemption (Medex)

- Tax Credits (TC)

- European Health Insurance Card (EHIC)

- Global Health Insurance Card (GHIC)

- Healthy Start Prepaid Cards (this is an FCA regulated product)

- NHS Pension payroll information

provide an online ordering portal and customer contact centre with catalogues to order secure and non secure forms:

The Secure catalogue consists of prescription forms used in England and Wales and can either be personalised pads or non-personalised single sheets.

The Non-Secure catalogue consists of national products used across the NHS; these range from dental record cards to specialist neonatal screening cards, multipart patient record and information packs. In addition, the Help with Health Costs catalogue consists of a number of leaflets, posters and application forms which enable certain patients to receive financial assistance with elements of their healthcare.

The opportunity reference is C76505. RFI documentation will be issued through the Health Family Portal upon receipt of your expression of interest and in any event no later than Tuesday 2nd August 2022.

A supplier webinar which will be held 10:00 (BST), Monday 8th August 2022. RFI response is due noon Friday 26th August 2022. Interested parties must register an interest in the supplier webinar and RFI through the Health Family Portal by noon Monday 1st August 2022.

This is a pre-market-engagement exercise. It is not an invitation to tender or invitation to offer an agreement and will not result in an award of a contract. If you do not wish to take part in this RFI exercise, it will not affect any current or future business with the NHSBSA. Participation in this RFI exercise will not qualify you to provide any services or products to the NHSBSA and will not guarantee an invitation to submit an offer as part of any future procurement exercise. The NHSBSA will not accept any liability for costs incurred by you in participating in this RFI exercise.
