two.1.4) Short description

This service is for the commissioning of specialist services for problematic adult alcohol and illicit drug users attending specialist public health commissioned services who are resident in York. The provider will use reasonable skill to ensure that services are delivering within the shared aims of the City of York Council including to embrace abstinence as the core element of the treatment system in the City of York, to increase the

percentage of those leaving treatment opiate free and remaining out of treatment (PHOF 2.15) and to increase the recovery capital in the City of York.

Change to the total contract value that was included in the original Contract Notice published on Tenders Electronic Daily to £925,705

The uplift to this contract value is justified under S1b and S1c of PCR 72 by:

- The statutory duty for Local Authorities to commission elements of a Drugs and Alcohol service

- The fact that within this duty, the new money given to Local authorities between 2021/2 and 2024/5 through the s31 grant and with the purpose of supporting the improvements announced by the government in the December 2021 drug strategy could not have been anticipated when the contract with the provider in York was signed in 2017
