two.1.4) Short description

This service provides early intervention support for adults who are experiencing mental health problems. Together a wellbeing plan is developed, and help is given to put this into action by sharing links with local organisations and opportunities along the way.

The existing provider is satisfying the original contract and will likely satisfy the proposed contract to a sufficient standard.

This is a short term contract for six months from 1st April 2025 to 30th September 2025 whilst the current procurement concludes.

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to decision makers by midnight on the 7th May 2025. This contract has not yet formally been awarded: this notice serves as an intention to award under the PSR.

The decision makers for award in this instance are the Mid and South Essex ICB Executive Board.

There were no conflicts of interest declared by the decision makers.

The 5 criteria were weighted equally at 20%, as all equally important for this service. Key criteria was specified, and assessment against each criterion was assessed based on current service delivery model and performance.

The incumbent provider is currently meeting contractual requirements in line with the service specification.

The proposed contracting arrangements are not changing considerably. The provider is an existing provider, who is currently satisfying the requirements of the existing contract. The provider has been assessed against the criteria specified for this DAP C process, and the supplier meets the requirements specified, and it is expected that they will satisfy the requirements of the new contract. The contract is for six months whilst the current procurement process is concluding to provide appropriate continuity of service.
