The aim of the contract is to reduce rough sleeping and to reduce the harm caused by engaging in a Street Based Lifestyle which includes:

• people rough sleeping / at risk of rough sleeping, including some with accommodation that they can safely return to;

• those street drinking, and

• those engaging in begging and related anti-social behaviour

All of these groups may have underlying support needs around substance use, mental health, offending behaviour and poor physical health.

Assertive Outreach and Response Service

Support for people rough sleeping or engaging in a street based lifestyle

The aim of the contract is to reduce rough sleeping and to reduce the harm caused by engaging in a Street Based Lifestyle which includes:

• people rough sleeping / at risk of rough sleeping, including some with accommodation that they can safely return to;

• those street drinking, and

• those engaging in begging and related anti-social behaviour

All of these groups may have underlying support needs around substance use, mental health, offending behaviour and poor physical health.

The provider will also have first refusal on hosting additional posts which might be created through government funding to assist in meeting the challenging target of eliminating rough sleeping by 2024
