For the avoidance of doubt this is not a Call for Competition, this is to initiate a soft market testing process.

Staffordshire County Council's Community Learning Service is seeking to engage suppliers to deliver a wide range of community learning programmes online, face-to-face and blended throughout the eight districts: Cannock, East Staffordshire, Tamworth, Lichfield, South Staffordshire, Stafford, Newcastle-under-Lyme, and Staffordshire Moorlands. Provision will be aligned to the Council's priority outcomes and the Community Learning Service's commissioning priorities to complement the provision currently delivered across Staffordshire.

A Framework for Community Learning provision currently exists and is due to expire 31st July 2023. The Community Learning budget is grant funded annually by the Education and Skills Funding Agency (ESFA). The Community Learning Service has approved ESFA training provider status and currently works with schools, colleges, third sector organisations, independent training providers and local community groups to secure and deliver a range of learning opportunities for adults and families across Staffordshire.

Market engagement consists of the following:

• A Consultation Survey seeking your views and opinions to inform the Community Learning Specification. The Survey will close 30th September 2022. https://consultation.staffordshire.gov.uk/skills-and-employability/staffordshire-community-learning-procurement-pre-t/

• A Market Engagement Event delivered via Microsoft Teams on Monday 15th August 2022, 10:00am - 11:30am. If you would like to attend the event, please email communitylearning@staffordshire.gov.uk and use 'Community Learning Market Engagement Event 15th August 2022' as the subject. To receive an invite please email no later than 11th August 2022. By attending suppliers will have the opportunity to be part of:

a) Shaping the vision for the future service by revisiting and exploring the questions within the survey

b) Contributing to early thinking of new commissioning arrangements

• A further Market Engagement Event delivered via Microsoft Teams on Monday 31st October 2022, 10:00am - 11:30am. If you would like to attend the event, please email communitylearning@staffordshire.gov.uk and use 'Community Learning Market Engagement Event 31st October 2022 as the subject. To receive an invite please email no later than 26th October 2022. By attending suppliers will have the opportunity to be part of:

a) Shaping the vision for the future service.

b) Contributing to early thinking of new commissioning arrangements.

c) Understanding the procurement timeline and process moving forwards.
