We would like to invite prospective bidders to attend a pre-market engagement webinar session on Tuesday 7th September 1300-1430 via Zoom meeting.

If you could please register your interest in attending by emailing STFCprocurement@ukri.org by no later than 12:00PM on 26th August 2021 detailing your organisation's name and representatives of who will be attending on the day. When emailing if you could please reference in the subject "UKRI-1629 Masterplan refresh for the RAL site - EOI". Following the closure of the registration period, you will be sent through a zoom code and the agenda for the session.

Please note, all suppliers that express an interest in this requirement will receive all the information that is shared at the Supplier Event, even if they cannot attend.

six.3) Additional information

STFC seeks a masterplanner to partner with to refresh it’s masterplan for the Rutherford Appleton Laboratory (RAL) site within the Harwell Science and Innovation Campus. The masterplan will need to be ready for internal communication and discussions/consultation in Jan/Feb 2022, with the aim to finalise it by the end of March 2022. It may then form an integral part of a strategic planning document for agreement with the local planning authority.

STFC strives to develop a pipeline of skilled engineers, technicians and scientists to solve real world challenges, develop advanced technologies and represent ‘beacons of excellence’. The Harwell Science and Innovation Campus seeks to be the most important campus of its kind globally. Part of this means providing world class multi-disciplinary facilities.

RAL sits at the heart of the wider 700acre Harwell Science and Innovation Campus, and STFC has a close and mutually beneficial partnership with the Joint Venture Partner which runs the wider Harwell Campus.

The recent past has seen several new individual iconic facilities introduced to RAL as the priorities of the UK government have flexed with technologies. These facilities tend to be bespoke for a specific use and they do not form a coherent whole, functionally and organisationally they stand alone. It is a characteristic of the RAL campus that these buildings can look different, though within a campus which has a collaborative look and feel.

STFC does need to encourage staff and visitors to mix to generate new ideas and a sense of collaborative endeavour, and this will be done through the provision of some shared facilities such as catering, sports and meeting areas.

STFC has a pipeline of projects which need to be accommodated. Alongside this there is an expectation of continual growth which will include the need to deliver more (as yet unknown) facilities at short notice. As such, as well as the pipeline, STFC must maximise plot availability in readiness for these opportunities.

The outputs will include (but are not limited to):

•Design statement to achieve sustainable coherent and appropriate design including fabric guidance, form and massing and design guide

•Design incorporating the provision of green space/biodiversity/ecology across RAL

•Co-location of spaces where required and desirable

•Proposals and drawings showing access and logistics provision across the site (assuming the presence of a perimeter road and multi-storey car park and a largely car-free site – details to be provided by transport advisors and all to be drawn as part of the masterplan), and providing space for energy infrastructure

•Visual impact details including light pollution

•Height parameters (in line with town planning advice)

•Design focus on Fermi Avenue as main entrance and showcase for RAL Treatment of pipeline of projects and demolitions, showing their likely impacts and locations and adding to the massing plan to show revised maximum floor areas

•Reflecting the topography of the site

•Response to biodiversity requirements which complement health and well-being and the appearance of the site, whilst meeting planning requirements.

The deadline date referenced in this notice is the deadline for expressing an interest in the Supplier Event and not the deadline for submitting tenders. All dates in relation to the tender will be included in the Contract Notice when the tender is launched.
