two.2.4) Description of the procurement
Orkney Islands Council intends to appoint an Environmental Consultant to undertake Environmental Impact Assessments (EIA) and Statutory Consenting for two projects; Scapa Deep Water Quay and Hatston Developments. The overall objective of the Developments proposed is to facilitate economic growth in the Islands with the Council identifying and working with key sectors where demand exists for new port facilities and adjoining land.
The Environmental Consultant shall produce an EIAR for the developments in accordance with current legislation including; The Town and Country Planning (Environmental Impact Assessment) (Scotland) Regulations 2017 and The Marine Works (Environmental Impact Assessment) (Scotland) Regulations 2017.
The EIAR shall be supported by surveys and assessment as required to deliver the entire EIA scope. The Environmental Consultant shall consult with Regulators, Statutory Consultees and Key Project Stakeholders as required to inform the EIAR. The Consultant shall also be responsible for preparing information and applications for all necessary statutory consents required for both projects including; Planning Permission and Marine Licenses.
