NHS Arden and Greater East Midlands CSU (AGEM CSU) on behalf of NHS England - East of England (The Commissioner) is seeking expressions of interest to deliver short-term support to help urgent dental access within Suffolk and North East Essex (SNEE) for Lot1:Ipswich, Lot2:Bury St Edmunds & Lot3:Colchester. The deadline for Expressions of Interest is 10am Monday 1 August 2022.

The new contracts will commence on 1 September 2022 for a period of 7 months until 31 March 2023. The contract to be entered into will be in accordance with the Personal Dental Services (PDS) agreement 2018. For absolute clarity a separate PDS Agreement will be formed for each lot.

This opportunity may be of interest to existing dental practice(s) with the capacity to take on an additional 6667 UDAs (per lot) and the provider will be paid £30 per UDA. In recognition of the fact that capacity is currently constrained in the SNEE area, the Commissioner is looking for multiple providers to carry out this work.

The estimated total contract value for Lot 1: Ipswich (6667 Units of Dental Activity (UDAs)) will be £200,000.00 (Inc VAT) over the life of the contract and is based on price per UDA (£30.00).

The objective is to provide care for patients with urgent dental problems that may present within core hours Monday – Friday 8:00am to 5:00pm.

The expectation is that the service provision will be provided, from an existing NHS Dental Practice, for patients to access from the surrounding geographical areas. Patients will be signposted to the service via NHS 111.

The Commissioner is seeking a provider who can deliver the following: -

Urgent Dental Services – Core Hours

• Urgent Care Services to be available to all patients presenting at the Service location.

• Services to be available to patients who have not received treatment by a NHS General Dental Practitioner within the previous three months.

• Services to be undertaken between 8 am and 5 pm, Monday to Friday as a minimum.

The Service should cover the geographical location and surrounding area for Lot 1: Ipswich (please refer to the published spec). The premises must be easily accessible for patients by foot, private vehicle, or public transport. The premises must also comply with;

• Equality Act 2010 and DDA Act as set out in the PDS Contract.

Interested providers are to note that the Commissioner will not be providing any additional funding for costs associated to sourcing or fitting out suitable premises.

Please note, these are new individual PDS contracts and therefore TUPE is not applicable.

The Commissioner wishes to engage with the market, to ascertain the level of interest from viable providers by completing a short market assessment questionnaire.

Potential service providers who are capable of meeting the minimum requirements set out above, in the supporting Dental Proposal, in the Service Specification and who wish to register their interest for the proposed service are asked to complete a short questionnaire on the EU Supply.
