Norfolk County Council is considering letting one or more contracts for electric vehicle charge points in residential areas. The council is looking for private sector funding of that part of the capital cost not covered by the Office for Zero Emission Vehicles, either by way of match-funding in return for a revenue share or by means of a concession contract.

two.2.4) Description of the procurement

Norfolk County Council is considering letting one or more contracts for electric vehicle charge points in residential areas. The council is looking for private sector funding of that part of the capital cost not covered by the Office for Zero Emission Vehicles, either by way of match-funding in return for a revenue share or by means of a concession contractThe council has done detailed work with UK Power Networks to identify an initial tranche of 40-50 potential sites for pairs of chargers located in residential areas of Norwich, largely in permit parking zones where there are few private driveways. The council is likely to submit a bid to OZEV under the On-street Residential Chargepoint Scheme for this tranche. There may be opportunities for further tranches of on-street chargepoint rollout in other urban areas across the county. The council wishes to adopt a flexible procurement strategy which gives it the option to extend the initial rollout if it so chooses.The council now wishes to discuss its commercial strategy with suitably qualified potential bidders with access to the necessary financial backing, personnel and supply chains. The council is particularly interested to discuss:• potential for a return to the authority• incentivising high availability and good customer service• technical refresh• ownership of equipment and connections at end of contract• degree to which the council should specify standards• length of contract• other contractual terms of particular concern to potential bidders• authority influence on price to the consumer• consumer payment mechanisms – contactless, app, RFID, roaming, etc• technical boundaries – respective role of the DNO, the council and the concessionaire• traffic regulation orders etcThe council is also mindful of the potential opportunity for concessions for destination and rapid charging facilities across the county and would be interested to discuss this issue at the same time.Potential bidders are invited to register clicking this link and completing this form https://forms.office.com/r/uAn8kY1cUw The council will invite significant players to online meetings in the 2nd half of August or early September.
