Torridge District Council as part of the development of our new Waste and Recycling centre will be looking to tender for suppliers to design, supply and install equipment for the processing hall to bale Plastic, Metal (Alu/steel), cardboard and paper. The processing hall will be looking to come online in the Autumn of 2023.

two.2.4) Description of the procurement
Torridge District Council as part of the development of our new Waste and Recycling centre will be looking to tender for suppliers to design, supply and install equipment for the processing hall to bale Plastic, Metal (Alu/steel), cardboard and paper. The processing hall will be looking to come online in the Autumn of 2023.
Volumes of waste being processed per day are approximately
• Plastic and metal (alu/steel)- 195 m3
• Paper 45 m3
• Cardboard 45m3 (this will have increased since lockdown)
Requirements of the processing hall:
1. Full design / coordination / installation / commission and servicing contract required.
2. Paper and Card will share the same baler.
3. Plastic and metal will share another baler.
4. Metal will need to be separated into steel and aluminium on conveyor. An eddy separator and over band magnetic separator will be required.
5. Twin ram bailers preferred option for both lines due to density of bales.
6. Separate conveyors will need to feed the shared balers for each material stream.
7. The bales will need to be Mill size bales for staking on HGV trailers for off-site transportation.
8. We will need the ability to manually load the baler hoppers in the event of a mechanical failure of the conveyors or when loading separated streams.
9. The entire systems will need to be inter-locked (i.e. if the operators press an e-stop on one part of the line the entire product flow stops).
10. We will need a service level agreement for call out for breakdowns.
11. The project should include 12 months servicing with the option to extend for a further 3 years.
12. It would be helpful to have the option of an Opti-sort (an image detector that activates a reject injector / chute) as an later upgrade/addition.
13. All equipment should have a painted finish.
14. All kit should be min IP 55 rated. (TBC)
15. Full spares list and key component spares to be provided at handover.
16. Interface into fire system required.
