two.1.4) Short description

Cheshire East Council is seeking a provider to deliver an Integrated Lifestyle Service, known locally as One You Cheshire Eastfor all residents across the borough. The service provides advice, information and lifestyle programmes for residents to stop smoking, manage their weight, improve their physical activity and falls prevention support. The service objective is to have a meaningful impact on the health outcomes of the population and reduce the gap in health inequalities experienced in parts of the borough. There are also low level support interventions for mental health alcohol use. Delivery of the programmes also includes screening of participants to ensure eligibility and signposting to relevant lifestyle related services/activities. The service undertakes marketing and outreach activities to promote the service and the health benefits of the lifestyle programmes.

One You Cheshire East is comprised of lifestyle programmes to be delivered as follows:

• Smoking cessation – for children & adults aged 12+

• Weight management – for adults 18+

• Family weight management – for children identified as having excess weight and their families

• Physical activity – for adults 18+

• Falls Prevention – adults 65+

The maximum annual budget for this contract will be £1,430,000 and sub-contracting is permissible.

The subject matter of this procurement process relates to the delivery of services which are listed to in Schedule 3 to the regulations. As such the full regime set out in the regulations will not apply to the award of these contracts. Consequently, the procurement process adopted has been developed in accordance with Regulation 76 of the regulations and in particular in accordance with the fundamental public procurement principles of transparency and equal treatment.

Cheshire East Council will incorporate a voluntary standstill period at the point information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision and as such will be used as review procedures.

The voluntary standstill period, which will be for a minimum of 10 calendar days provides time

for unsuccessful tenderers to review and scrutinize the award decision before the contract is

entered into.
