Crown Commercial Service, as the Authority, intends to put in place a multi-supplier framework agreement for the provision of major code changes to HMRC’s Tax Platform.

As such, this framework is only available for use by HMRC and not to any other UK public sector body.

This will be a single lot framework and is aiming to achieve a pool of suppliers with demonstrable global expertise in SAP’s Tax & Revenue Management (TRM) module who have, or are willing to, invest in UK capability.

HMRC’s Enterprise Tax Management Platform (ETMP) currently uses a highly customised version of the SAP ECC6.0 commercial software package and it’s HMRC's intention to introduce a Multi-Supplier Framework to promote competition in delivering change.

The scope of the Framework includes ‘major changes’ only. Smaller changes are out of scope.

The term of the framework is a maximum of four years.

This Prior Information Notice is to signal an intention to commence market engagement with those within the ICT market.

Crown Commercial Service intends to hold a market engagement session on 19th July 2022 with suppliers interested in potentially bidding for the resulting framework contract. Your email must clearly state: the name of your organisation, and contact details for the individual(s) who will participate in the market engagement.

Potential Suppliers should also note that any prior involvement in HMRC’s Strategy & Design works (namely the SAP Strategy & Design Services ITT issued on 11 July 22 via Lot 1 of CCS’s Technology Services 3 Framework, RM6100) may constitute a conflict of interest under PCR 2015 regulation 41. This does not prohibit potential suppliers from participating in and being appointed to any subsequent framework procurement relating to this PIN however it may come into effect at Further Competition stage under the framework should the Authority deem there to be a conflict present in the scope of work being procured under subsequent Further Competitions.
