Wakefield Council is looking to develop a Pseudo Dynamic Purchasing System (Pseudo DPS) for the provision of a generic domiciliary care service and emergency support to carers service

The Council will be seeking applications from suitably qualified and experienced organisations / companies evidencing that they meet the requirements for registration and competency to deliver these services within the Wakefield District.

Providers will be required to operate electronic call monitoring systems for delivering services to account for actual service delivery and to provide specified performance indicators. Payments for Services will be at the Council's fixed Contracted Rate for Care.

It is anticipated that the PDPS will operate initially for the period October 2022 –March 2024, with an option to terminate or to extend for up to a further 1 year (at the Councils sole discretion) i.e., April 2024 - to March 2025.

two.2.4) Description of the procurement

Wakefield Council is issuing this Prior Information Notice to inform the market of this upcoming tender opportunity.

During the period of the PDPS the Council will be working with Service Providers, Service Users / Carers, and the CCG to develop a new model of service delivery for domiciliary care provision. Following the expiry of the PDPS a further tender exercise will be undertaken.

The services required under this procurement fall within schedule 3 of the Public Contracts Regulations 2015 (SI 2015/102) and are therefore not bound by all of its requirements. The Council will follow its own modified version of the Dynamic Purchasing System process prescribed under regulation 34 for setting up and running this generic domiciliary care service and emergency support to carers service Pseudo Dynamic Purchasing System.
