two.1.4) Short description

The Police and Crime Commissioner for Dorset wishes to explore the market capabilities and appetite for the services listed in this notice, with the view to conduct a procurement based around the findings and outcomes of this Market Engagement exercise. The service is due to commence 1st April 2025.

Participation in this Market Engagement exercise is voluntary, and non-participation will not preclude any party or organisation from taking part.

The proposed structure of this Market Engagement exercise will be as follows:

- Initial engagement via PIN (21st June 2024)

- Official Invitation Outlining Event Details (15th July 2024)

- Market Engagement Event (26th July 2024)

This event will take place online via Microsoft Teams, please register your interest in attending and the Teams request will be sent no later than two days prior to the day.

The agenda for the event will be a presentation provided by stakeholders from the Commissioner's office of Dorset Police, followed by an open Q&A session.

two.2.4) Description of the procurement

The Police and Crime Commissioner for Dorset may soon be looking to outsource a Supplier to deliver Independent Domestic Violence Advisor (IDVA) Services for High-Risk victims of abuse across Dorset.

The services will be predominantly for individuals aged 16 years and over but will also provide support for individuals aged 15 years and under, in partnership with other agencies.

The successful Contractor will be required to work in close partnership with other relevant Services as part of a whole system response to Domestic Abuse and to support overall Service delivery. The service will form part of a whole system response to domestic abuse, including identification, referral and triage of victims. Providing support to victims and associated victims (i.e. children), supporting the Multi-Agency Risk Assessment Conference (MARAC) and High Risk Domestic Abuse (HRDA) process, and post intervention step down or recovery.

The service will also engage with processes surrounding perpetrators of domestic abuse, such as at the High Harm Perpetrator Panel (HHPP) to further support the safeguarding of the victim and to reduce the risk to the victim of future abuse.

The successful Contractor will be required to work in close partnership with other relevant Services to support overall Service delivery.

The Commissioner is seeking an organisation that will effectively deliver this contract but also work as a key partner helping shape the region's approach to Domestic Abuse.
