As part of Team Hypersonics (UK)’s overall delivery strategy, it is the intention of the Defence Equipment & Support (DE&S) to establish a multi-supplier Hypersonic Technologies & Capability Development Framework Agreement. The primary aim of the Framework will be to accelerate development of the United Kingdom Hypersonic Strike Capability.
The Framework is to provide a route to market up to Technology Readiness Level (TRL) 9 and to deliver future operational elements of a Hypersonic Strike capability, this will be a collaborative enterprise approach to accelerate the Ministry of Defence’s (MoD’s) acquisition of an advanced Hypersonic Strike capability.
It is anticipated that the Framework will have a value up to £1bn over a 7-year period.
This PIN relates to inviting suppliers to an Early Supplier Market Engagement Day, which will be held this summer with details to be confirmed shortly. The day will allow suppliers to gain valuable insight and provide feedback on this process and ensure the success of the Hypersonics programme.
Further details regarding the Early Supplier Market Engagement Day including registration and attendance requirements are contained in section VI.2 of this PIN.
The value advised within this PIN is an estimate at this stage and subject to ongoing programme development.
All subsequent procurement following this Early Supplier Market Engagement Day is at the discretion of the MoD and subject to approvals. Any further updates regarding future activity will be made through the appropriate advertising channels.

The Early Supplier Market Engagement Day is a briefing from the Authority to industry, during which the Authority will describe the requirement and proposed delivery approach. The day will consist of a presentation and may include smaller discussions in which industry participation and feedback is encouraged.
We will invite industry comments in relation to procurement and commercial strategies. Please refer to the Market Engagement briefing document for context, early commercial and procurement thinking and a questionnaire to be completed prior to attendance at the Early Supplier Market Engagement Day. Please note that all information gathered will be taken into consideration and may inform the future strategy of the programme, however, this is not guaranteed. A follow up document containing key information from the day will be provided to all attendees after the event. Commercially sensitive information will not be shared.
Should your organisation wish to attend the Early Supplier Market Engagement Day, please register your interest following this link www.contracts.mod.uk and provide the details requested for registration (included within the Market Engagement Day briefing document). You will need to register as a supplier on the DSP to access the relevant briefing documents and communication portal.
Once suppliers have registered an interest, all the details about the event will be shared directly with interested participants in mid-July.
Please note, applications to attend this Early Supplier Market Engagement Day will not be accepted after 5pm on Wednesday 26th July 2023.
The event will be classified Official Secret and therefore is a requirement for confirmation of extant Security Clearance (BPSS as a minimum) to be provided and checked prior to attendance at the event. Your registration will only be confirmed once checks have been completed. Information from the event can be shared with Organisations not meeting the minimum Security Clearance who are unable to attend the event.
