two.2.4) Description of the procurement
Belfast Zoo is one of the city’s oldest and best-loved attractions, celebrating 90 years in 2024. It is situated on the side of Cave Hill, with panoramic views across Belfast Lough. The Zoo Café offers indoor seated dining for up to 87 in the main restaurant and an additional 39 in the annex ‘Party Room’. Generous outdoor seating is surrounded by mature trees with views of Belfast Lough. The Treetop Tearooms, the smaller of the premises is situated at the top of the zoo, with panoramic views of Belfast Lough and towards the top of Cave Hill. It can provide indoor seating for 25 , with ample outside seating for 80 and a large picnic area close by. The current additional catering unit (not provided by the Council) is a large kiosk offering hot drinks, ice cream and confectionary. It is located close to the playpark and lake and uses three-phase electric power.

The contract period is for a 3 year period (36 months) with an option to renew
for a further 2 years. It is anticipated that the contract will include a 12 month
break clause.
Belfast City Council reserve the right to extend this contract period if the economic operator can present a valid case to do so e.g. to allow for a return of
investment on a capital investment proposal regarding the venues

This procurement is being let under the Concession Contracts Regulations 2016 ‘CCR 2016’ and the services in scope are listed under Schedule 3 of the CCR 2016, therefore associated procurement procedures apply as allowed for under these scope of services i.e. light touch regime.
Economic Operators are asked to email their initial Expression of Interest to cps@belfastcity.gov.uk before 12 noon on 29th July 2024.
Following the closing date and time it is anticipated that all those who have expressed an interest will take part in supplier engagement, for example a site visit, survey and discussion, followed by a tender process.
