Backhaul transmission services to connect the Authority's 292 mast sites in the extended area (being the parts of Great Britain outside the primary area in which the Lot 3 supplier has mast sites) to the Lot 3 supplier's ESN core network and to SRN MNO's core networks.
seven.2.2) Reasons for modification
Need for additional works, services or supplies by the original contractor/concessionaire.
Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:
Three different backhaul types are required to be able to serve all such sites: fibre leased lines, microwave and satellite connections. Solutions for each have already been developed, tested and validated for ESN services in the primary area; repeating that work, in particular for satellite, for different solutions in the extended area would have a substantial cost and time impact. An alternative provider would also require connectivity into the Lot 3 supplier's ESN core network, again duplicating work already carried out with the Lot 3 supplier with the associated additional cost.
The Lot 3 supplier monitors and manages the ESN equipment connected to each end of the backhaul link in the extended area as it does for all equipment and the backhaul links in the primary area. Use of a different backhaul supplier in the extended area would require development of new operational processes and result in duplication of service management and fault diagnosis effort and cost.
