two.1.4) Short description

NHS Devon is intending to commission 10 Pathway 2 block booked beds for a 12 month contract at a cost of £1,000 per bed per week. The provider given the highest score will be able to provide 10 beds, or be willing and able to offer additional beds (to a maximum of 10) as vacancies become available. If there are not any providers who can provide a total of 10 beds, then consideration maybe given to awarding a contract to two different providers.

Pathway 2 Definition: Likely to be maximum of 4% of people discharged from the acute hospital: the main aim is to provide recovery, rehabilitation, assessment, care planning or short-term intensive support in a 24-hour bed-based setting to maximise levels of independence, before the person is supported to return home.

Only Providers who are CQC Registered Care Home Provider (65+) with a CQC rating of 'Good' or above who can commit to providing block booked beds at the above price per bed per week will be considered.

two.2.4) Description of the procurement

People leaving hospital in the Devon system under pathway 2 have a wide range of needs that require residential care. This includes the requirement for care provision to be able to support with complex manual handling (including hoist and stand aid transfer requiring the assistance of two people) and to support the needs of those who require the support of two staff overnight. It is also important that all daily living activities are taken with an enabling approach, to promote the person's independence and rehabilitation.

The specification includes:

• The focus is on people maintaining their independence with the aim that they will return home.

• That some people leaving hospital will initially require the support of two people to undertake daily living tasks.

• To take a person centred and enabling approach to care (with the support of the community Multidisciplinary teams)

• Ensure the person is involved in all decisions affecting their own life and daily living

• Rooms to be accessible and appropriate for providing an enabling approach.

• To be flexible and support system pressures, including acceptance of weekend admissions.

This is a Provider Selection Regime (PSR) intended approach notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award.

NHS Devon ICB will be the award decision-makers. The award decision will be made by the ICB Provider Selection Regime Steering Group.

NHS Devon ICB intends to use the Most Suitable Provider process for this procurement.
