Leicestershire County Council and Rutland County Council are seeking to engage with interested parties on the future provision of the 0-19 Healthy Child Programme (HCP) and up to 25 years for those with a special educational need and/or disability.
The HCP is the main universal health service for improving the health and well-being of children. For further details of what we are seeking to do please refer to the consultation documents, which were presented to Cabinet on 20 July 2021 (Item 12 - http://politics.leics.gov.uk/ieListDocuments.aspx?MId=6445).
We will be looking for providers that will be proactive in delivering both innovative and evidence-based solutions to overcome current and future obstacles to improved health and wellbeing outcomes for children, young people and families of Leicestershire County and Rutland County.
The provider/s will deliver universal and targeted interventions in partnership with key service areas and stakeholders to deliver wider public health and social care outcomes.
The HCP is intrinsically linked to outcomes for children young people and families contained within the Public Health Outcomes Framework (PHOF). Our expectation is that the future service/s will be capable of meeting or exceeding all of these outcomes.

For 0-10 alongside national priorities, we have identified 2 local priorities:
• Improving Oral Health
• Reducing Obesity
For the 11+ element, we have identified 4 local priorities:
• Mental Health & Emotional Wellbeing: body image and self-esteem, Resilience
• Healthy relationships (including domestic violence, peer on peer violence/consent norms)
• Healthy Lifestyles: Physical activity and nutrition
• Substance Misuse: namely alcohol
We are interested in engaging with interested parties whether they can offer all, some or just one of these specialisms in Leicestershire and/or Rutland. We are also hoping to have more accessible digital services and so would be interested to understand potential solutions in this area.
The purpose of this notice is to enable interested parties to engage with the Councils to discuss the services currently available in the market, any options or considerations for the Councils and indicative costs.

We anticipate holding meetings with interested parties from week commencing 23rd August. Please note, this process does not constitute a formal tender or other competitive bidding process and will not result in the letting of a Contract.
Please note that these services are likely to fall under Schedule 3 of the Public Contract Regulations 2015.
The current contract ends on 31st August 2022 and therefore we anticipate the new contract/s
to start immediately thereafter on the 1st September.
We anticipate that the tender opportunity will become available in October or November, following Cabinet approval.
