The West of England Combined Authority (WECA) Future Transport Zone (FTZ) is a £28m innovation programme aiming to improve the integration of public transport across the West of England. This notice specifically focusses on the Mobility as a Service (MaaS) project, which is part of the programme.
Our vision for MaaS is to deliver a regional journey planning, booking, ticketing, payment and information solution which will. It is our intention to procure a partner to deliver a bespoke MaaS solution for the region, covering Bristol, Bath and North East Somerset, South Gloucestershire, and North Somerset. The selected supplier will be expected to work closely with WECA, the local authorities listed above, local transport providers and other key stakeholders to deliver the MaaS solution.
Through a collaborative and agile approach, we seek for a minimum-viable product (MVP) to be initially delivered, with additional functionality to be introduced during the life of the project. Key functionality we expect (either at MVP stage or during the life of the project) includes:
- Customer facing mobile phone application and website
- Multi-modal journey planner
- Ticket booking and payment (single operator and multi-modal)
- Ability to offer bundled mobility packages and capped ticketing.
- Account based payments
- The ability to provide mobility credits, rewards and incentives
- Technical integration with local transport operators
- Web based analytics interface
- Customer support desk
- Support desk for WECA and transport operators
The key steps in the programme are:
- 2021 Q2-Q3 Product definition and specification
- 2021 Q3-Q4 Procurement and operator on-boarding
- 2022 Q1 Contract award
- 2022 Q1-Q2 Solution development and testing
- 2022 Q3 Soft launch
- 2022 Q3-2023 Q4 Iterative development
- 2023 Q1 Full launch
Whilst the FTZ programme has funding up Spring 2024, we hope that the MaaS solution will remain in place beyond this, subject to it being commercially sustainable.
Through the procurement process we seek to identify a long-term partner with whom we hope to deliver a sustainable MaaS solution. Whilst we have a multi-million pound budget for the MaaS project, one element of the procurement process will be to identify a provider with a commercially compelling offer – both within the life of the project (up to Spring 2024) and beyond it.
We are currently undertaking market engagement to test our thinking to help develop our specification, and to gauge market interest. As part of the market engagement, we will hold a limited number of 1-2-1 sessions with MaaS suppliers; and we may also host a virtual supplier collaboration event. Ahead of the 1-2-1 sessions we will issue more details regarding the specification. Details for taking part in these activities are provided on the following slide. We expect to us the Restricted Procedure to procure a preferred supplier, with two key stages: Supplier Selection Questionnaire (SSQ); and Invitation to Tender (ITT).
Note that suppliers are not required to participate in the market engagement in order to respond to respond to the SSQ. However we would encourage participation such that we can learn what the market is able to offer, and that you can be best informed about our intentions regarding MaaS.
