Scope
Description
The UK Foreign, Commonwealth & Development Office (FCDO) intends to run a competitive procurement for the Humanitarian Emergency Response Operations and Stabilisation (HEROS) successor programme (HEROS 2.0).
Implemented since November 2017, the Humanitarian Emergency Response Operations and Stabilisation programme (HEROS 1.0) (Development tracker link: https://bit.ly/4176TTi) enables FCDO to respond rapidly, at scale, to global humanitarian disasters and support work on protracted crises, chronic emergencies and humanitarian reform. It also provides FCDO with a flexible model to support the UK Government's conflict, stabilisation and security work in fragile and conflict-affected states, both during steady state periods and in response to new crises.HEROS 2.0 will build on the success of HEROS 1.0 and deliver the following overarching capabilities as detailed below:
1. Humanitarian & Conflict Early Warning & Analysis (EWAR)
2.Humanitarian & Conflict Expert Advisory Service
3. Humanitarian Procurement and Logistics
4. Standby Partnership Deployments
5. UN Disaster Assessment and Coordination (UNDAC) Deployments

Engagement process description
FCDO is looking to engage with prospective HEROS suppliers and is seeking feedback from the market on the HEROS 2.0 requirements by way of a period of Market Engagement.
The Market Engagement will be structured as follows:
Prospective suppliers should register their interest by 16 May 2025 via the FCDO Procurement Portal: https://fcdo.bravosolution.co.uk and register under PQQ_1864.
Registered Suppliers will be issued with FCDOs high level requirements and will be asked to provide feedback and responses to specific questions.
Feedback request issued to Suppliers: 21 May 2025
Deadline for Feedback requests: 20 June 2025
FCDO will hold 1-2-1 sessions with individual suppliers on the high level requirements. 1-2-1 sessions will be offered to those Suppliers who intend to submit written feedback and who have an interest in bidding for the HEROS requirement either directly or as part of the sub-contracting chain.
Date for 1-2-1 sessions: 02 June 2025 - 13 June 2025
Following consolidation of feedback the FCDO may issue further requests for information/clarifications to the market as required.
Please note, 1-2-1 sessions offered to Suppliers are an opportunity to discuss and feedback on the HEROS requirement specifically, not wider FCDO opportunities.
Please note this is not a call to competition and does not constitute the commencement of the procurement process. The use of the PQQ functionality is for the purpose of feedback and is due to the limitation of the system.
The following market engagement for HEROS 2.0 has been completed to date:
- Questionnaire issued to suppliers in February 2022
- Questionnaire issued to suppliers in March 2023
- In person Market Engagement Event was held in London on 21st September 2023
- 1-2-1 sessions were held with interested suppliers in October/November 2023
