LOT 1 Children and Young People Specialist Substance Use Service

The Council is commissioning a Tier 3 specialist substance use service for children and young people aged 18 and under to commence 01 April 2024 with an initial period of 4 years with an option to extend for three 24-month periods, total maximum contract term of 10 years, subject to performance and evaluation.

This service must be locally managed and co-ordinated to ensure that it meets the needs of local children and young people and other stakeholders.

There will be a 6 month mobilisation period from contract award date.

The service must commence on 01 April 2024 for an initial period of 4 years with the option to extend for three 24-month periods, total maximum contract period 10 years, subject to performance and evaluation.

Lot 2 Children and Young People Targeted Substance Use Service

The Council is commissioning a Tier 2 targeted substance use service for children and young people aged 18 (see exclusion) and under to screen higher risk populations throughout Derbyshire (excluding Derby City) to:

• Identify young people using drugs or alcohol and other psychoactive

substances

• Deliver interventions aimed at reducing harm

• Refer to the specialist service where more intensive support is required.

This service must be locally managed and co-ordinated to ensure that it meets the needs of local children and young people and other stakeholders.

There will be a 6 month mobilisation period from contract award date.

The service must commence on 01 April 2024 for an initial period of 4 years with the option to extend for three 24-month periods, total maximum contract period 10 years, subject to performance and evaluation.

electronic or fax methods used) standstill period at the point information on the award of the contract is communicated to the relevant economic operators. Debriefing by the Council

shall be in accordance with the Public Contracts Regulation 2015 (as amended) (the

Regulations). Such information should be requested from the addressee in Section 1.1. If an

appeal regarding the award of the contract has not been successfully resolved the

Regulations provide for the aggrieved parties who are of the opinion that they have been

harmed or are at risk of harm by a breach of the Regulations, to take action in the High Court
