two.1.4) Short description

Buckinghamshire Council wishes to commission a Buckinghamshire wide voluntary, community and social enterprise sector support service. This Service will provide Infrastructure (capacity building) support to Voluntary, Community and Social Enterprise (VCSE) Sector organisations/groups based in Buckinghamshire and operating for the benefit of Buckinghamshire residents

The overall service outcome is that the VCSE sector has access to relevant information, tools and advice and is raising its role in delivering services, influencing policy, shaping communities and contributing to an improved quality of life for Buckinghamshire residents

The service will provide comprehensive support focussed on two key elements

Priority One- Develop capacity, resilience and capability across the VCSE sector

Description: Effective advice and information, guidance materials, tools and learning resources are developed which build the capability, capacity and resilience of the VCSE and support VCSE organisations and groups to understand and deliver against key Council priorities

Outcome: Increased capacity and sustainability for the VCSE Sector.

Priority two: Strategic Support -VCSE organisations are supported to contribute to the strategic priorities of the Council

Description: Effective facilitation of activities, improved information and communication to enable the voice of the sector, local groups and their members to be communicated at a strategic and local level.

Outcome: Improved relationships and partnerships across VCSE organisations and groups resulting in a better-connected VCSE Sector

The contract start date is 1st August 2021. The contract term is three (3) years with the option to extend for a further two (2) years (2 x 12 months).

The budget for this service is capped at £187,230 per annum.

Transfer of Undertakings (Protection of Employment) Regulations 2006 (TUPE) may apply to this contract.

Regulation 32 (2) of the Public Contracts Regulations permits the use of the negotiated procedure without prior publication when certain circumstances are met. One such circumstance is where no tenders, no suitable tenders, no requests to participate or no suitable requests to participate have been submitted in response to an open procedure or a restricted procedure, provided that the initial conditions of the contract are not substantially altered and that a report is sent to the Commission where it so requests (Regulation 32 (2) (a)).

The situation described within Regulation 32 above is comparable to the current situation having attempted to procure a solution via an open procedure but no suitable bids being received.
