The Logistics Services and Commodities (LSC), Support Information Systems (SpIS), Miranda Application Team (MAT) (LSC SpIS MAT) , part of the UK Ministry of Defence (the “Authority”), intends to place the ‘MIRANDA Sustainment Contract 2025’ with Fujitsu Services Limited for the Supply and Support of MIRANDA for a period of 2 years Firm, plus 3 x 1 year options (total contract term – 5 years). The estimated contract value is circa £4.9M.

MIRANDA (Management Information Reporting and Data Analysis) is an application providing an Agile Data Analytics platform which allows the Authority to carry out monthly and Financial Year End reconciliation of accounts and analysis of financial data.

four.1) Description

Explanation:

The Logistics Services and Commodities (LSC), Support Information Systems (SpIS), Miranda Application Team (MAT) (LSC SpIS MAT) , part of the UK Ministry of Defence (the “Authority”), intends to place the ‘MIRANDA Sustainment Contract 2025’ with Fujitsu Services Limited for the Supply and Support of MIRANDA for a period of 2 years Firm price, plus 3 x 1 year options (total contract term – 5 years). The estimated contract value is circa £4.9M.

MIRANDA (Management Information Reporting and Data Analysis) is an application providing an Agile Data Analytics platform which allows the Authority to carry out monthly and Financial Year End reconciliation of accounts and analysis of financial data. It is intended to be replaced as part of the future Business Modernisation for Support (BMfS) programme delivery as a medium to high priority. The Authority anticipates that the requirement for the new capability to replace MIRANDA will be satisfied via a competitive tender.

In accordance with the provisions of The Public Procurement (Amendment etc.) (EU Exit) Regulations 2020 SI No. 2020/1319, this procurement falls to be regulated under the provisions of the Public Contracts Regulations 2015 as amended (in particular by SI 2020/1319). Prior publication of a contract notice in the Official Journal of the European Union is no longer appropriate.

It is considered that the award of the contract without prior publication of a contract notice in the UK e-notification service (as required by in accordance with the relevant legislation) is lawful in accordance with regulation 32(2)(b)(ii) of the PCR 2015 because competition is absent for technical reasons.

Only Fujitsu Services Limited have the necessary design data, technical know-how and experience and facilities to continue to supply and support MIRANDA. This is for the following reasons: (a) the MIRANDA application is a complex system originally built by Fujitsu Services Limited to the Authority’s bespoke requirements following a competitive procurement exercise. Fujitsu Services Limited have subsequently been supporting MIRANDA since it was built. In providing that support Fujitsu Services Ltd has been required to deal with a large number of short notice complex enhancements and system changes to demanding timescales and it is anticipated that this requirement will continue in any new direct award. As a result, Fujitsu Services Limited have built up a unique technical understanding of MIRANDA and the ability to meet the Authority’s ongoing technical requirements, including coding and middleware; (b) the designs and specifications required to supply and support MIRANDA are proprietary to Fujitsu Services Limited; and (c) MIRANDA is currently hosted on Fujitsu Services Limited owned datacentres. If an alternative supplier was contracted with then there would need to be a migration to new datacentres causing a six to twelve month capability gap which would be unacceptable because MIRANDA is critical to the Authority’s ability to accurately manage Defence inventory forecasting and consumption. It would also impair the ability of Defence to produce its legally required Inventory Financial Accounts and comply with the annual NAO audit requirement.
