Birmingham Airport is one of a very limited number of suppliers available in the market – suppliers need to be an airport with a terminal that can be segregated for the purposes of red list arrivals only - this has resulted in the decision to progress this via the route of Reg 32.2b – competition is absent for technical reasons.
