Supplier will provide the maintenance for the Tachoscan licences.
TachoScan® Control enables fast and accurate analysis of data from the driver card, record
sheet and tachograph memory in compliance with the current law.
Since implementation of the current contract in 2016, DVSA has spent a considerable
amount of time and resources (financial and non-financial) to ensure that TachoScan®
Control delivers analysis for drivers' hours, with the main key areas being functionality and
usability.
In addition, DVSA has recently conducted research to understand if there has been any
movement in the market of similar products, but there has been none with several products
not being suitable for enforcement purposes.
Below are reasons explaining as to why the renewal of the Tachoscan Control licences
should take place:
• A Tachonet connection was developed to allow DVSA to check the validity of the Driver
Card, which is a key and legislative part of a Traffic Examiners' role. Any new product would
require Tachonet but DVSA do not have budget to cover this cost.
• Trialling of new software - DVSA would need to ensure functionality and usability were key
to any new software but DVSA have no budget to cover this cost.
• Training for Traffic Examiners would be required for any new software but DVSA has no
budget to cover this cost.
• Reduced productivity of drivers' hours checks undertaken by Traffic Examiners whilst new
software embeds in (approximately 3 months). This reduction would need to be reported to
the Department for Transport who sets the targets for drivers' hours checks and could
impact road safety.

four.1) Description
four.1.1) Type of procedure

Explanation:
Upon procurement of Tachoscan in 2016, DVSA spent £235k to adapt the software to allow an API connection to DVLA for Tachonet. This is where DVSA check the validity of the Driver Card which is a key and legislative part of a Traffic Examiners (TE) role. Below are key items as to why the renewal of the Tachoscan licences would benefit DVSA:
• Tachonet spent £235k on development & implementation. Any new product would require Tachonet but DVSA do not have additional budget to cover this cost.
• Training of new software for TEs - training department have attempted to deliver virtual training for Tachoscan and have ceased due to the complex nature of the work. The training needs to be carried out face-to-face, and the training department have confirmed they do not have capacity this year to undertake this vast task (approximately 350 TEs). The costs for training of any new software would be circa £475k, for which there is no budget to cover this additional cost.
• Trailing of new software and download devices. We would need to ensure functionality and usability were key to any new software and the compatibility for the download devices. This would incur additional time and budget.
• Licence removal - additional costs not budgeted for.
• New software testing & installation - additional costs not budgeted for.
• Inelo have given DVSA a free report within the software. Report is used to evidence most serious offences as agreed by courts and traffic commissioners so would need to be replicated onto any replacement software.
• Reduced productivity of driver's hours checks undertaken by TEs whilst new software embeds in (approx 3 months). This reduction would need to be reported up to DfT who set the targets for driver's hours checks and will impact road safety.
• The Laptop Replacement Project for all TEs is underway and we have asked Inelo to develop software to automatically transfer Tachoscan (including the licence and saved digital data) to the new laptop. Without this an engineer would have to remote onto each of the 300+ laptops. Project must be completed prior to August licence renewal.
• Contact made with the European Tachograph Working Group. All replies have shown that most member states already use Tachoscan and those that do not are in a procurement process to purchase it. This gives a consistent tool across the EU and UK that all drivers hours analysis is being done to the same high standard.
In summary, DVSA have invested heavily in time, resource and cost into a product that is 'fit for purpose'. The move to another product would be detrimental to DVSAs capability to undertake a key enforcement role and incur costs that there is no budget for.
