The mission of the National Institute for Health and Care Research (NIHR) is to improve the health and wealth of the nation through research. We do this by:
• Funding high quality, timely research that benefits the NHS, public health and social care;
• Investing in world-class expertise, facilities and a skilled delivery workforce to translate discoveries into improved treatments and services;
• Partnering with patients, service users, carers and communities, improving the relevance, quality and impact of our research;
• Attracting, training and supporting the best researchers to tackle complex health and social care challenges;
• Collaborating with other public funders, charities and industry to help shape a cohesive and globally competitive research system;
• Funding applied global health research and training to meet the needs of the poorest people in low and middle income countries.
NIHR is funded by the Department of Health and Social Care. Its work in low and middle income countries is principally funded through UK Aid from the UK government.
This opportunity is for re-procurement of NIHR support services to:
- Improve the way partnerships with people and communities in health and care research work (“public partnerships”),
- Improve how NIHR research is disseminated, and knowledge is mobilised to facilitate uptake and adoption of insights from research (“maximising impact”), and

The Department of Health and Social Care (DHSC) supports Ministers in leading the nation’s health and social care to enable everyone to live more independent, healthier lives, for longer. DHSC invests significantly in research and development to support the delivery of its objectives primarily through the National Institute for Health and Care Research (NIHR).
The day-to-day operations of the NIHR are carried out by six coordinating centres, one of which supplies services for public partnerships and maximising the impact of research.
The procurement seeks to award a contract to a single supplier through a Competitive Procedure with Negotiation to ensure continuation and growth of services described below when the current contract comes to an end (31 March 2025) for a period of seven years.
The successful supplier would be expected to perform support services to:
- Improve the way partnerships with people and communities in health and care research work (“public partnerships”),
- Improve how NIHR research is disseminated, and knowledge is mobilised to facilitate uptake and adoption of insights from research (“maximising impact”), and
- Act with other NIHR coordinating centres as an integral part of ‘One NIHR’; a co-ordinated, joined-up organisation.
Priority projects: the Authority may require the Supplier to deliver under this contract specific projects or additional services for which the need is unpredictable at the start of the contract. Any additional priority projects will need to be agreed with the supplier and subject to approval (including assessment of affordability and value for money) by DHSC.
The maximum expected contract value available is £19m. The total value is inclusive of any transitional phase required, the specified services, and priority projects. Up to 10% (£1.9m) of the total expected contract value is identified for priority projects. Tenders do not need to set out proposals for priority projects as these will be unanticipated additions that will arise over the lifetime of the award.
Please be advised that TUPE may apply to this Contract.
