Explanation:

In November 2022, Leeds City Council published an invitation to tender inviting companies to bid to supply Sensory Impairment support services. The opportunity was published on YORTender (the Council's e-tendering service platform) and Contracts finder.

The procurement attracted 9 expressions of interest on YORtender and only 2 submissions were received. The evaluation was carried out in line with the advertised criteria and only one of which was viable (being the supplier listed on this notice). This service is niche, and the low level of tender submitted this time reflects historic trend from previous competitive exercises.

It is at award stage that it was identified that the notice was not published on the FTS due to a human error. Publishing on the FTS is a mandatory requirement for tenders over the relevant threshold and should be published here before it is published on Contracts Finder

The Council is of the view that given the low level of responses for this contract historically, the number of interests it originally generated Vs number of response received that the number of respondents would not be different, and that the evaluation carried out was fair, open and transparent. The publication of this notice is to rectify the non-publication and to award based on the exercise that did take place with some advertising.

Consultation with Procurement Legal took place and this publication is intended to publish the outcome of the competitive tender exercise.

Publishing on the FTS is a mandatory requirement for tenders over the relevant threshold as well as publishing awards
